Emergency and Routine Repairs in a Rental

Queensland's tenancy law cuts every repair into two piles: a short urgent list, and all the rest, which is routine work.

The urgent list, for plumbing and gas, reads:

  • gas escaping anywhere on the property
  • the gas or water supply failing outright
  • a toilet out of action because it is blocked or broken
  • a water service that bursts, or leaks badly
  • flooding, or serious damage from flood water
  • a cooking, heating or hot water appliance breaking down

A fault that could hurt someone, or leave the home unsafe or insecure, joins the urgent pile. So does any repair that lifts the place to Queensland's minimum housing standards.

Routine work runs on a plain rule: the tenant raises it, and someone fixes it within a reasonable time. The lease names a nominated repairer with a phone number, and says whether the manager or that repairer takes the first call. A phone call is a valid report; a text or email afterwards keeps it tidy.

Queensland licensing still governs the work. Unblocking sanitary pipework, mending burst pipes and repairing or replacing fittings count as minor work, so only a licensed person may carry them out. Swapping a shower head or renewing tap washers needs no licence.

Where the job is notifiable, we lodge a Form 4 with the QBCC inside 10 business days of finishing, and the copy goes to whoever engaged us, the owner or the agent. If the urgent contact cannot be reached in good time, either the tenant or the manager may hire a qualified person, capped at 4 weeks of rent. Our who pays guide covers the money side.

Passing a Water Bill On to a Tenant

A full water account can only move across when four things line up:

  • the home sits behind its own meter, or a tanker delivers its water
  • its fixtures pass the flow test further down this page
  • the lease lists water as a tenant cost
  • the tenant receives the statement within 4 weeks of the owner or agent getting it from the supplier

Miss that deadline and the tenant owes nothing on it. Hand it over in time, and the tenant's own payment window is 4 weeks.

Only two parts of the statement may cross. The State's bulk water charge and the water usage charges can go to the tenant once every condition above holds. The sewerage usage charge and the fixed access charges belong to the owner or agent, always.

A home that fails the flow test works differently. The landlord covers a reasonable quantity of water, and a metered tenancy where the lease makes water a tenant cost may contribute only the excess. The Act never defines "reasonable", so both sides agree on the figure and write it into the lease as a special condition.

Tap, Shower and Toilet Limits for Rentals

The test is a set of figures. Taps that run cold indoors, single mixers and showerheads each stay at or under 9 litres per minute, and every toilet is dual flush.

The cistern numbers are precise: 6.5 litres on a full flush, 3.5 on a half, and an average of 4 litres or less, taken across a single full flush plus four half flushes.

The tap count is narrower than it sounds:

  • counted: cold taps over hand basins, kitchen sinks and laundry troughs, mixers included
  • not counted: bath taps, garden taps outside, and taps feeding washing machines, dishwashers and other appliances

Keep the purpose in view. The figures exist to test whether a full water account can move to the tenant; no rental has to meet them otherwise.

What a Water Efficiency Check Covers

A water efficiency check is a walk through the home. A plumber measures each indoor cold tap, mixer, showerhead and cistern against the figures above and writes down whatever falls short.

Each fixture carries a label under the national Water Efficiency Labelling and Standards (WELS) scheme, showing its stars and its water use, so the readings come straight off the fitting. For anything made since 2005, the Residential Tenancies Authority suggests 3 stars or better, which is guidance, not law.

A licensed plumber swaps whatever fails, through our tap replacement service or a full toilet installation. A shower head alone is the one job anyone may do, as long as the result still complies. Nothing further comes with the check: no certificate, no written report.

Renting Shapes the Job Here

Renting is the norm in this suburb. At the last census, townhouses and apartments together far outnumbered the detached houses, so most of the fittings we touch sit inside managed tenancies.

Our rental work runs from unit blocks off Kittyhawk Drive to tenanted postwar houses on Meemar Street. The tenant holds the keys day to day, so the visit time and the way in are settled through the manager before we attend. A bill that jumps without explanation often traces back to a hidden leak, and our leak detection work pinpoints it.

Questions From Landlords and Tenants

Call (07) 3524 7163

Who arranges plumbing repairs in a Chermside rental?

The landlord or their agent does. Queensland rules make them keep the place in good repair, to the minimum housing standards, from signing until hand-back. The tenant's part is reporting faults quickly, and a routine fix then follows within a reasonable time.

Can a tenant call their own plumber in an emergency?

Yes, but only where the lease's urgent contact cannot be reached in good time. The tenant or the manager may then engage a suitably qualified person, with the spend capped at 4 weeks of rent. Our who-pays guide explains how reimbursement works.

What is the water flow limit for a rental in Chermside?

Indoor cold taps, single mixers and showerheads each flow no faster than 9 litres per minute. Bath, garden and appliance taps sit outside the test. It applies only where a Chermside landlord bills the tenant for all water, not to every rental.

When must a Chermside landlord give the tenant the water bill?

Within 4 weeks of the supplier's statement arriving. A copy passed on late releases the tenant from paying it. Served inside the window, the tenant then has 4 weeks to settle what is owed.

What does a water efficiency check involve?

A plumber measures every cold tap inside, each mixer, showerhead and cistern against the rental limits, reads the WELS label on each fitting and lists what falls short. A licensed plumber then replaces any tap or toilet that fails. Nothing else is delivered: no certificate, no report.
